This is where the low risk criminals sleep. It's one big room lined with a ton of bunk beds, and it's never been completely full. They're generally given the most comfortable and well-kept room, and are allowed un-guarded entry and exit. Don't think you're off the hook, though, because there are plenty of guards all over the place.
