This is where all the criminals come to eat. The cafeteria serves breakfast, lunch, and dinner. You can come in at any time, though if you choose to skip meals, don't think you're gonna get away with it. Someone will notice, and if that happens, you can consider yourself screwed. The food is grotesque, half of it looking like it would much rather eat you.
