Low Risk Criminals These are basically your wannabe ghetto guys and gals. They try but fail miserably. Pickpockets, disturbers of the peace, people you don't want running around but don't necessarily harm others.
Medium Risk Criminals A little more daring, these guys have been charged with minor felonies. They may try to swipe cars, large sums of money, and drugs, but they're very unlikely to stab you.
High Risk Criminals These are serious sickos. Murderers, rapists, terrorists, conspirators, and all that good stuff. You've gotta love these guys. The guards that are required to accompany them, however, don't love them so much.
Low Risk Patients Most of these guys have minor mental health problems and are unlikely to cause harm to themselves or others. They may just be here for therapy or rehab. They're still too crazy to make it in normal society.
Medium Risk Patients While they don't attack other people, these may more commonly be a danger to themselves. They may just be crazier and harder to reason with. Your bipolars and nonviolent schizos hang out here.
High Risk Patients These guys have most likely killed people, but only because they're completely off their rockers. Some might not even be aware of themselves. Their required guards usually keep them in check, though.
